Kelvin Reagan

Kelvin has over 30 years of experience specializing in Shoreline Management Planning and Lake Use Permitting.  He currently serves as Manager of Duke Energy’s Lake Services team, with responsibility for 39 reservoirs and more than 3,000 miles of shoreline across North and South Carolina. 

He has served on multiple panels and presented on development of Shoreline Management Plans, including the development of permitting guidelines and classification mapping systems. 

During his time at Duke Energy, Kelvin has led the efforts for multiple revisions to Shoreline Management Plans on the Catawba-Wateree, Keowee-Toxaway, and Yadkin-Pee Dee system, as well as development of leasing, land use, and permitting guidelines on multiple non-FERC reservoirs.  Additionally, Kelvin has been involved in the Hydro Relicensing process of several of Duke Energy’s FERC projects.
