Climate variability is intensifying erosion and reservoir fluctuation challenges. Federal Energy Regulatory Commission (FERC) relicensing is increasingly mandating formal Shoreline Management Plans. Recreational demand on project lands is rising, and with it, public expectations and liability exposure.
