This presentation offers a process-focused view of hydropower modernization within a federal power marketing administration. The intent is to highlight how modernization can occur today using existing tools, authorities, and institutional structures by improving how decisions are framed, coordinated, and executed.
Federal hydropower operates in a uniquely complex environment characterized by shared infrastructure and multi-agency governance, often aging infrastructure assets operating in increasingly dynamic power markets, and rising operational uncertainty with conflicts between modernization efforts and regulation. Modernization is often viewed only as a technology acquisition challenge rather than an operational capability challenge.
This presentation reframes the concept of modernization within the federal hydropower fleet, making the case that organizational and decision-making processes can be just as impactful as the latest software or instrumentation. Key takeaways include an appreciation for another perspective within a power marketing administration, and the idea that how you frame a problem is often more fruitful than aggressively pursuing a technological improvement, or how to accurately pursue the appropriate solution based on a better understanding of the process.

Hydropower owners and operators continually seek ways to extend asset life, reduce unplanned outages, and prioritize inspection and maintenance budgets more effectively. Traditional inspection programs often rely on prescriptive schedules or visual assessments that do not fully account for component-specific hydraulic loading and fatigue risk. This presentation introduces a practical, risk-based integrity management framework that asset owners and operators can use to make inspection and maintenance decisions for critical hydropower pressure boundary components.
The approach integrates advanced flow modeling with structural assessment to quantify where operational conditions create the highest long-term risk. Realistic operating scenarios are modeled to capture how flow behavior (e.g., separation, recirculation, and localized pressure fluctuations) affects individual components across a hydropower system. These insights are then translated into component-level stress and fatigue evaluations using industry-accepted fitness-for-service methodologies.
The framework is designed to support actionable outcomes, including identifying components most susceptible to fatigue damage, estimating remaining useful life, and ranking assets by relative risk. This allows operators to focus inspections where they matter most, reduce unnecessary outages, and justify maintenance investments using defensible engineering evidence aligned with ASME standards.
