Civil Engineer (Hydrologic) at Southwestern Power Administration
David Solano is a Civil (Hydraulic) Engineer and Data Scientist at the U.S. Department of Energy's Southwestern Power Administration (SWPA), where he serves within Resources and Rates Division. In this role he directs hydropower production studies, resource adequacy analysis, and market participation strategy across SWPA's hydroelectric fleet operating within SPP, MISO and ERCOT. His work focuses on the challenge of optimizing federal hydropower operations under the constraints of water rights, competing uses, regulatory frameworks, and evolving wholesale market rules.
David is a U.S. Army officer with experience integrating emerging technologies and coordinating layered risk planning in deployed operations.
He holds an MS in Data Science and Analytics and a BS in Petroleum Engineering from the University of Oklahoma.
