Beyond Dam Safety: Implementing Physical Security for Hydropower Assets (Pacific Gas & Electric / Black & Veatch)

This presentation explores the development of a comprehensive physical security program tailored for a large hydropower utility. It addresses the unique challenges inherent in safeguarding critical infrastructure within environmentally sensitive and culturally significant landscapes. Key considerations include minimizing ecological impacts on surrounding habitats and waterways, respecting indigenous and local community values and traditions, and navigating complex permitting processes required by multiple regulatory agencies. The discussion outlines strategies for integrating advanced security technologies and personnel protocols while ensuring compliance with environmental regulations and fostering collaborative relationships with stakeholders. By balancing robust security measures with sustainable and culturally aware practices, the program aims to protect vital energy assets and support the utility's long-term operational resilience.





Revitalizing the Erie Canal (New York Power Authority)

New York State Canals supply water to 27 hydroelectric projects along the Erie, Champlain, Oswego, and Cayuga-Seneca Canal systems, collectively producing 154 MW of clean renewable energy to supply 54,000 homes. The Canal system also plays host to 524 miles of navigable waterway traversing 57 locks, together with 423 miles of trailways, supporting over 4 million visitors per year. With the commencement of its third century of operation, NYPA is investing in a strategic risk-driven capital planning framework to ensure this asset continues to provide value to its many customers.





Case Study – Lower Baker Dam Crest Improvements (McMillen, Inc. / Puget Sound Energy)

Lower Baker Dam is a 285-foot-tall gravity arch dam owned by Puget Sound Energy (PSE) located on the Baker River in Concrete, WA. The 100-year-old dam is undergoing major modifications to address potential failure modes and to improve operational reliability. The Lower Baker Dam Seepage Reduction Project (SRP) construction was substantially completed in 2025 to address several potential failure modes associated with seepage through the foundation. Design efforts for the Lower Baker Dam Crest Improvement Project (DCIP) were completed in parallel with the design and construction of the SRP.
