Angela Whelpley

Angela Whelpley is a regulatory consultant with over 15 years of experience guiding hydroelectric projects through licensing, compliance, and stakeholder engagement processes. Her work focuses on hydropower relicensing, recreation and shoreline management planning, and helping project teams navigate complex regulatory requirements while building collaborative solutions.

Throughout her career, Angela has led recreation and land management studies, developed management plans for hydropower facilities across the country, and facilitated discussions among utilities, agencies, Tribes, and other stakeholders. Her passion for bringing diverse perspectives together makes her well suited to moderate conversations on the opportunities and challenges facing today's hydropower industry.
