Kelsey Rugani

Kelsey Rugani is a Vice President in Kearns & West’s San Francisco Office, specializing in strategic process planning, project management, facilitation, stakeholder engagement, and complex regulatory process coordination. Kelsey has 13 years’ experience working on local, regional, statewide, and national projects focusing on hydropower, river restoration, climate adaptation and resiliency, transportation, and air quality. She is the Hydropower Practice Co-Lead at Kearns & West, having helped build out the firm’s work in facilitating hydropower licensing and relicensing processes and supporting various initiatives with the U.S. Department of Energy and its National Labs. Kelsey loves working with a cross-section of stakeholders, partners, and organizations and brings not only her exemplary planning and organizational skills, but her enthusiasm, care, and humor, to each project she leads.
