Jordan Fink

Jordan Fink was appointed as Director of the Hydroelectric Design Center in May 2022. The Hydroelectric Design Center (HDC) is the Corps' Center of Expertise for all hydropower and large pumping stations. As Director, Jordan leads over 175 professional, technical, and support staff in providing specialized hydropower planning and engineering services for an average of 400 projects annually, serving approximately 18 Corps Districts, and 75 powerhouses. Jordan Fink joined federal service in 2010 where he served as an Electrical Engineer in the Cost Engineering Center of Expertise in the Walla Walla District. In this role he developed national cost estimates and conducted project risk assessments for Fort Worth, Galveston, Seattle, and Sacramento Districts. In 2012, Mr. Fink transferred to the Hydroelectric Design Center as a design engineer with a focus on control system design. At HDC, he led both the Protection Systems section and Electrical Branch where he supervised teams of over 50 electrical engineers focused on design, engineering during construction, commissioning, and failure analysis for the national USACE hydropower fleet. Prior to federal service, Mr. Fink worked as an Application Engineer for National Instruments and specialized in data acquisition, programming, and control system design. Born and raised in the Northwest, Mr. Fink earned a bachelor’s degree in electrical engineering from the University of Washington in 2007. At University, he performed research on wind power forecasting and presented his research at the annual IEEE Power and Energy Society meeting. After working as an engineer in industry for seven years, Jordan Fink went back to school to earn his master’s degree in Business Administration from the University of Oregon. Mr. Fink is a licensed professional engineer in the state of California.
