Ritchie Graves is a Senior Managing Consultant with McMillen's Environmental Services team in Portland, Oregon. He supports clients on hydropower, fish passage, and water resources projects throughout the western United States, with experience spanning Alaska, Washington, Idaho, Oregon, and California.
Before joining McMillen in 2025, Ritchie spent 30 years with the National Marine Fisheries Service (NOAA Fisheries) West Coast Region, where he specialized in fish passage and large federal and FERC-licensed hydropower and water storage projects in the Columbia River Basin. Ritchie has 20 years of management experience leading staff in the application of NMFS' Endangered Species Act, Federal Power Act, and other regulatory authorities. Working closely with federal, state, and tribal agencies, project owners, and other stakeholders, he has helped develop solutions that avoid, minimize, and mitigate the impacts of hydropower and water storage projects on fisheries resources. His experience includes developing safe and effective fish passage facilities and operations, implementing river and estuary habitat mitigation and predator deterrence programs, and advancing system-wide water management strategies throughout the Columbia River Basin.
