Susan Kester

Susan Kester is a Senior Project Manager with PG&E's Power Generation organization, leading hydroelectric relicensing efforts for FERC-licensed hydroelectric projects throughout California.

Based in Northern California, Susan is responsible for managing complex regulatory, environmental, and stakeholder engagement processes that support the long-term operation of PG&E's hydroelectric facilities. Her work includes licensing strategy, agency and Tribal coordination, stakeholder outreach, and managing multidisciplinary technical teams.

Susan is known for building strong partnerships with agencies, Tribes, non-governmental organizations, and internal technical teams to address issues involving fisheries, cultural resources, recreation, water quality, and operations.

With more than two decades of experience in hydropower licensing, stakeholder engagement and project management, Susan focuses on solutions that advance licensing objectives while balancing environmental stewardship and operational needs.

Susan holds a BA from Colgate University and an MS from UC Davis.
