Andy Qua

Andy Qua is a Principal Consultant at Kleinschmidt Associates where he has worked in the regulatory environment for 30 years.

Andy specializing in FERC licensing and relicensing, regulatory strategy, agency consultation, and environmental permitting for hydropower projects. He helps owners navigate complex regulatory processes while balancing environmental stewardship, project economics, and community priorities.

Andy has led licensing, compliance, amendment, decommissioning, and Low Impact Hydropower Institute certification efforts for projects across the United States, including conventional and pumped storage hydropower facilities. His experience encompasses fish passage, water quality, renewable energy certification, and negotiations with federal and state resource agencies.

Andy is a Kleinschmidt Certified Project Manager, a member of the National Hydropower Association, and holds a B.S. in Bio-Resource Engineering Technology with a concentration in Environmental Studies from the University of Maine.
