Indya Messier is a Lead Project Manager and Environmental Scientist with SWCA Environmental Consultants, specializing in hydropower licensing, environmental permitting, and regulatory compliance.

With a decade of experience supporting the hydropower industry, she leads multidisciplinary teams and manages complex projects involving FERC, NEPA, and CEQA processes for hydropower, utility, and water resource clients across the United States.

Her expertise includes regulatory strategy, stakeholder engagement, environmental studies, and licensing support through project implementation. Indya draws on experience supporting exemption proceedings, relicensing efforts, license surrenders, and new license applications to bring together licensees, agencies, Tribes, and multidisciplinary teams and develop practical solutions to complex regulatory and stakeholder challenges.
