Associate Director of Public Policy at NOVOGRADAC
Julia is the Associate Director of Public Policy at Novogradac & Company LLP, based in Washington, D.C. where she leads federal energy policy analysis and advocacy, provides strategic advisory services to clients, and partners with associations and the industry on federal clean energy tax incentives and related policies impacting deployment. Julia specializes in the ITC, PTC, 45X AMTC, and applicable FEOC restrictions, as well as the power grid, data centers, and clean energy trade and tariffs. She frequently authors policy updates and insights for Notes from Novogradac and the Novogradac Journal of Tax Credits, supports clients in navigating tax credit compliance, co-authors reports, leads regulatory engagement, and assists in managing Novogradac’s Renewable Energy Working Group.
Prior to joining Novogradac, Julia advised on federal energy policy at Massie Partners, a government affairs firm serving clients across the energy sector. Julia holds a master’s degree in public policy with a concentration in energy from Georgetown University’s McCourt School of Public Policy and a bachelor of art in environmental and urban studies from Vassar College.
