Senior Advisor, Energy Dominance Financing (EDF) at U.S. Department of Energy
Tom serves as a Senior Advisor (CONTR) in the U.S. Department of Energy’s office of Energy Dominance Financing (EDF). Tom leads EDF’s engagement with State, Territorial and local officials to access financing for State and Territorial governments’ top energy priorities. He is the project Lead for private and public sector applicants seeking loans for hydropower, transmission and other projects. Previously, Tom served in the Maryland General Assembly (State legislature) for eight years, where he authored over 40 state laws, including groundbreaking laws in the areas of energy policy, children’s health, and early education. Tom also served eight years on the Montgomery County (Maryland) Council, where he was elected by his colleagues to serve as President of the County Council and of the Board of Health. Tom currently serves as the Chair of Maryland’s Suburban Transit Commission that oversees rail, bus and paratransit for the Washington region, and served for eight years on the Board of Directors of the Metropolitan Washington Council of Governments.
