Roger has over 45 years of experience as a civil engineer with 25 years specific to dam safety. He serviced as PacifiCorp’s Chief Dam Safety Engineer since the inception of its formal Dam Safety Program for its portfolio of over 70 dams distributed across PacifiCorp’s hydroelectric and thermal electric generation facilities. He was responsible for the development of PacifiCorp’s formal written dam safety program and accountable for all aspects of the program including the championing of a corporate dam safety philosophy that supports the objectives of the Dam Safety Program. In the capacity of Chief Dam Safety Engineer for PacifiCorp Mr. Raeburn was responsible for the development of its Dam Safety Training programs, the development of training materials and the administration of that program to operations personnel and the engineering staff. As a member of CEATI’s Dam Safety Interest Group Roger represented PacifiCorp as a reviewer for development of the Dam Safety Inspection Procedures, Guidance and Training for Plant Operators and Dam Safety Essentials Guidance and Training for Engineers training materials. Deliverables included guides for those material’s use and individual modules design for use in training for hydroelectric plant operators the needs of entry-level engineers, or engineers new to hydropower or dams, with dam safety responsibilities, who require a more in-depth understanding of “dam safety essentials”.
