Sarah Barrows

Sarah Barrows is an Economist at Pacific Northwest National Laboratory, where she contributes to national initiatives to advance innovation in integrated energy and water systems. She leads multi-disciplinary teams developing valuation tools and datasets for non-powered dam retrofits and other energy resources. As co-principal investigator, Sarah helped spearhead the launch of the NPD Toolkit, providing site-level analysis of non-powered dams’ technical and economic potential to accelerate hydropower deployment. She manages projects to support several offices at the U.S. Department of Energy, working with other national laboratories and industry partners to inform policy and investment decisions. Her research portfolio also includes transactive energy market modeling and interconnection policy analysis. Sarah holds a master’s degree in applied economics and brings expertise in life-cycle cost analysis and econometrics to deliver actionable solutions at the water–energy nexus.
