Thomas Sullivan

Tom is a founding Principal of Gomez and Sullivan and the Principal-in-Charge of hydroelectric licensing, compliance, feasibility, and planning work for the company. In this role, he provides strategic assistance to clients in meeting FERC licensing requirements. This includes licensing process design, planning, and management of technical studies, license document preparation, as well as negotiation, facilitation, and mediation services associated with settlement agreements. He also oversees hydroelectric upgrade and expansion projects. Tom's technical background includes hydrology, hydraulics, and civil engineering. His expertise has been invaluable in evaluating and negotiating key fish passage elements for hydroelectric licenses.
