Nuria Holmes

Senior Environmental Planner at Camas, LLC

Nuria is a senior project manager that specializes in FERC hydropower regulations and projects in the west. She has worked on a variety of hydropower projects ranging from micro-turbine to pumped storage and has conducted consultation and public engagement from small group workshops to large, contentious stakeholder meetings. Harnessing her experience from the owner-operator side during her time at Portland General Electric, she helps clients implement and interpret complex regulations in licensing, relicensing, amendments, and compliance. She is an independent reviewer for the Low Impact Hydropower Institute. She was Vice chair of NHA's Future Leaders of Waterpower (FLOW) Group from 2020-2022 and is currently the Vice Chair of NHA’s Regulatory Affairs committee Nuria has a B.A. in History from Arizona State University and a M.S. in Environmental Policy and Management from the University of Denver. She is a Certified Associate of Project Management (CAPM) through the Project Management Institute. She works out of her home office in Portland, Oregon, where she lives with her husband and two young children.
