The Uncommon Dialogue Working Group 3/5 has been working on the subject of Basin-Scale Planning for relicensing, planning and resource management since 2021.
In 2022, a basin-scale subgroup has had several meetings including four “lunch-and-learns” with individuals or teams that have been directly involved with basin-scale licensing, planning and resource management.
These informal discussions have provided insight into many key areas: Challenges to Basin-Scale Planning, Pathways to Success in Basin-Scale Licensing, Outcomes and Lessons Learned.
They also identified information gaps and outstanding questions. They have identified and are developing descriptions of at least three options for pursuing basin-scale planning and resource management. The subgroup is working on these descriptions which will include process/approach, timing, and the rationale, including benefits to participants.
The subgroup is also working on a visual representation of the decision pathways that dam owners/licensees faces when trying to figure out how to implement basin-scale planning and resource management.
This workshop reviews the considerable progress made by the working group and seeks feedback and ideas from the participants.
