Scott Romero

Scott Romero is a distinguished engineering professional and retired military officer currently serving as the National Hydropower Program Manager for the U.S. Army Corps of Engineers (USACE). With decades of leadership and technical expertise, he oversees the strategic direction, asset management, and operational execution of the nation's premier federal hydropower portfolio.

Mr. Romero's civilian career with USACE is marked by a steady progression through critical technical and executive roles. He began his USACE tenure as a Mechanical Engineer, applying core engineering principles to complex infrastructure projects. His proven ability to manage technical operations led to his advancement as HTC Chief.

As his portfolio of responsibility grew, he served as the Asset Management (AM) Branch Chief, where he directed the lifecycle management and reliability of critical infrastructure. He subsequently excelled as the Senior Hydropower Program Manager, guiding large-scale initiatives and optimizing power generation capabilities before being elevated to his current national leadership role.
